The Youth Leadership Foundation (YLF) was founded in 1997 in order to serve disadvantaged youth from Washington's inner city by boosting academic performance while developing their character. YLF operates two supplemental educational programs for Washington area minority students, the Tenley Achievement Program (TAP) for boys, and the Program for Academic and Leadership Skills (PALS) for girls. Both programs originally started as inner city outreach programs of the Tenley Study Center, a professional men's service and mentoring organization, and its sister organization, the Van Ness Study Center.

All YLF programs are run in collaboration with the Tenley Study Center and the Van Ness Study Center.  The Christian orientation of the programs of these study centers is entrusted to Opus Dei, a Prelature of the Catholic Church that has inspired a number of similar social service programs around the world.
